Chief Ray Leggett moved to Skagway, Alaska in September 2004 after a 23-year Police career in Texas. During his career, he was assigned to Patrol, Crime Scene, Internal Affairs, narcotics and detective divisions as he worked his way through the ranks.  Prior to leaving Texas, He was the commander of Special Services, which included, SWAT, Hostage Negotiations, Dive recovery, Internal Affairs, Missing and Abducted Children, and Training. During his tenure, he has also proposed, implemented, and was the administrator, as well as, one of the Lead Instructors of a TCLEOSE approved Police Academy.

Chief Leggett is a graduate of 186th session of the FBI National Academy, a graduate of the Law Enforcement Management Institute of Texas and has a Master Peace Officer Certification from Texas.

He is a member of the Alaska Association of Chiefs of Police, the Alaska Peace Officer's Association, the FBI National Academy Associates, the International Association of Chiefs of Police, the International Association of Law enforcement Intelligence Analysts, the Texas Association for Investigative Hypnosis.
