Chief Hooks was named Chief of the Ted Stevens Anchorage International Airport on September 10, 2001, approximately sixteen hours before the tragic terrorist events of 911.  Chief Hooks came to Alaska in 1972 with the U. S. Army and served as an MP Investigator with the 526th Military Police Company at Fort Greely, Alaska.

 

In 1978, he joined the Fairbanks Police Department and attended the 14th Municipal Police Academy in Sitka, Alaska. Chief Hooks worked as a patrolman and was later transferred to the Fairbanks Statewide Narcotics Unit where he worked around the State Investigating high level drug crimes

 

In April 1985 Chief Hooks joined the Anchorage Police Department where he served for fifteen years before retiring at the rank of Sergeant.  During his tenure with the Anchorage Police Department he worked in various units to include the Patrol Division and Detective Division.  Chief Hooks was assigned to the U.S. Department of Justice Multi-Agency Drug Enforcement Unit for a period of four years, before retiring he served two years as supervisor of the U.S. Department of Justice Federal Bureau of Investigation Multi-Agency Safe streets Task Force.

 

Chief Hooks is a State certified Firefighter as well as Police Officer. He holds a Bachelor’s Degree in Criminal Justice with a Specialization in Human Services and a Master’s Degree in Business. Chief Hooks attended the 47th Session of LEEDS at the FBI Academy in January 2003.

 

He is a member of Alaska Police Officers Association (APOA), International Association Chiefs of Police (IACP), National Organization of Black Law Enforcement Executives (NOBLE), National Association of Chiefs of Police and National Association of Fire Chiefs.

 

In addition to police work Chief Hooks served on the Board of the Anchorage Equal Rights Commission (AERC), The Anchorage Minority Police Community Relations Task Force and the Mayor’s kitchen cabinet.

 

On a more personal note, Chief Hooks was born in Chicago, Ill. He is married to his lovely wife Irene of 31 years, they have four children Maurice, Angie, Fred, and Wilbur Jr.
