
Chief Carr started his law enforcement career in 1977 as a Military Policeman in the U.S. Army. In 1980, Paul joined the North Slope Borough Department of Public Safety. As an officer, he lived and worked in several small villages across the North Slope. Paul also worked in Barrow as a patrol officer and criminal investigator.
Chief Carr has held every rank in the Department: Officer, Corporal, Sergeant, Lieutenant, and Captain. He served as a Division Commander alternately overseeing the Field Operations and Support Services functions from 1990 to 1999 when the North Slope Borough Mayor appointed him as the Chief of Police.
Chief Carr is a graduate of the 170th session of the FBI National Academy and the 17th session of the Police Executive Research Forum’s Senior Management Institute for Police. Paul lives in Barrow with his wife Donna.
