Human Rights Field Representative IV (HRFR IV)
The Human Rights Field Representative IV (HRFR IV) is the first level supervisory class in the Human Rights Field Representative series of classes of positions involved in the implementation, administration, and enforcement of the State's statutes against discrimination and program policies adopted by the Alaska State Commission for Human Rights. Under the general direction of the Chief of Enforcement, the HRFR IV supervises and directs the processing of discrimination complaints filed under AS 18.80, as well as under federal civil rights laws, to eliminate and prevent unlawful discrimination through impartial investigation. The incumbent may also develop, organize, and conduct workshops and training sessions to educate the public regarding civil rights law.
Detailed Description of Duties - The Human Rights Representative IV:
- Manages, supervises and directs the investigation of discrimination complaints; establishes production goals for case resolutions; dismisses cases for vario us administrative reasons, for lack of substantial evidence of discrimination, or voluntary settlement; issues case assignments and develops investigative strategies; coordinates with the Hearing Advocate on cases with complex legal or factual questions; recommends cases for legal review and for public hearing.
- May develop, organize, and coordinate training programs; prepare and conduct seminars, workshops, training sessions, and other public presentations regarding civil rights law; and participates in relevant community activities.
- Provides assistance in developing and implementing agency goals and policies; supervises and evaluates the work of investigative staff; participates in recruitment, hiring, and vario us personnel decisions.
Knowledge, Skills and Abilities
- Knowledge of civil rights law, legal theory, theories of discrimination; principles and techniques of investigation; interviewing techniques; basic statistical concepts; principles and techniques of supervision; management practices and principles.
- Skill in supervising employees and other professionals; managing cases; communicating effectively orally and in writing; planning and preparing effective community education programs; skill in public speaking; researching and interpreting civil rights statutes, court decisions and legal precedents; negotiating settlement and conciliation agreements; working and dealing effectively with people from vario us economic, cultural and educational backgrounds.
- Ability to recognize, assess, and evaluate potential discrimination issues; analyze evidence and draw logical concl us ions; write determinations and reports; establish and maintain cooperative working relationships with other agencies and members of the public; function with a high degree of independence.
Minimum Required Qualifications
One year of experience as a Human Rights Representative III with the State of Alaska or the equivalent elsewhere.
Note: All positions in the Human Rights Field Representative Series are in the Partially Exempt service.
